In the 12.3 Beta version of Telegram for Android, users can attach media files to an already typed draft using a dedicated button.
To use this option, tap the paperclip icon in the bottom-right corner, directly above the message input field.
Previously, this option was located in the three-dot menu in the top-right corner of the chat.
